Getting a handle on how the 340B program works is a large undertaking.  There’s both the legislation, the laws governing the program, and the regulation, which the federal regulators use to provide more detailed guidance on what the requirements of the program are.  HRSA manages the 340B Drug Discount Program through its arm the Office of Pharmacy Affairs (OPA).  The OPA has issued its guidance through the Federal Register, and included references on its own web site.
